
Senegal Masterplan Development Support Programme – Phase 2 Training course 5: OnSSET
Since 2026, in partnership with IRENA and GIZ, the Senegal Ministry of Energy, Petroleum and Mines (MEPM) is implementing the second phase of a training programme to build capacity in long-term energy planning among the public institutions of Senegal’s energy sector. Using a wide range of tools including MAED, LEAP, SPLAT-MESSAGE and OnSSET, the programme provides in-depth training on scenario development, and a platform to enhance institutional capacity to own and implement long-term national plans. The second phase of the programme maintains the official national working team and expands their planning and modelling work beyond the power sector to include the full energy sector, as well as electricity access.
This event is the fifth and the last workshop of the second phase of the Senegal Masterplan Development Support Programme and the second dedicated to the Strategic Energy Access Planning Support (SEAPS) programme. Building on the GIS and OnSSET foundations established in the previous workshop, this training focused on advanced electrification modelling and scenario optimisation, covering SPLAT-OnSSET soft-linking to integrate energy system and geospatial model, national electrification scenario development, the interpretation and communication of model results to support policy decisions, and the definition of an annual roll-out strategy with identification of priority off-grid sites. Participants progressed towards producing the key analytical inputs required for developing a national electrification roadmap.
The workshop gathered 33 participants from all relevant national planning institutions and external stakeholders, including: Ministry of Energy, Petroleum and Mines (MEPM); Statistics Coordination Unit (UCS); National Agency for Renewable Energies (ANER); Rural Electrification Agency (ASER); SENELEC (National Power Utility); Community Development Emergency Programme (PUDC); National Agency of Statistics and Demography (ANSD), Agency for Energy Savings and Management (AEME); General Studies Directorate (DEG); and the German Society for International Cooperation (GIZ).
