Rwanda National Model Analysis & Planning Support Programme Workshop 4 – SPLAT-MESSAGE

This final workshop IRENA convened over 20 participants national planning institutions and technical partners to consolidate two years of programme work. Participants finalised the national power supply scenarios, undertook sensitivity and regional analyses, and validated the national reference scenario against alternative pathways to inform policy-relevant decision-making. Hands-on exercises using the SPLAT-MESSAGE platform allowed the team to test key assumptions, assess system sensitivities, and incorporate regional power trade considerations into the updated 2025 LCPDP.

Since 2024, IRENA has partnered with the Rwanda Ministry of Infrastructure (MININFRA), Rwanda Energy Group (REG) and Energy Utility Corporation Limited (EUCL) to build long-term energy planning capacity across Rwanda’s public institutions. Using the SPLAT-MESSAGE and MAED frameworks, the programme established a national modelling team of over 20 experts, strengthened the MESSAGE-Rwanda model, and supported the update of the Least Cost Power Development Plan (LCPDP) in harmony with the Continental Power System Masterplan (CMP). Supported by the Government of Japan and in synergy with the Danish Energy Agency, was launched to deepen this energy planning institutional capacity foundation.

This concluding training marked the completion of the capacity-building programme launched in 2024, leaving behind a sustained national energy planning capacity and a dedicated platform for discussion among Rwandan institutions on critical energy planning issues. The programme has equipped the national modelling team with the tools, methodologies, and institutional framework to continue updating and utilising the MESSAGE-Rwanda model to support evidence-based, resilient, and sustainable power sector development in Rwanda.
