Georgia, like many other countries, is increasingly recognising the importance of aligning its national climate and energy planning instruments to ensure effective implementation, avoid duplication of efforts and provide clear signals to investors and stakeholders. As governments simultaneously develop or update multiple plans, the challenge of ensuring consistency across different timelines, institutional mandates and modelling approaches has become more prominent. For Georgia, aligning its Nationally Determined Contribution (NDC), National Energy and Climate Plan (NECP) and Long-Term Low Emission Development Strategy (LT-LEDS) remains essential, as these documents form the backbone of the country’s climate and energy framework.
This report presents IRENA’s comparative analysis of Georgia’s NECP, LT-LEDS and 2021 NDC, carried out in the context of the NDC 3.0 preparation process and with relevance for future updates of the country’s other planning documents. It highlights where the documents align and where significant divergences remain, particularly regarding greenhouse gas emissions trajectories, renewable energy development and long-term climate ambition.
Strengthening alignment across these strategic documents will be essential for enhancing the robustness of national energy and climate planning, providing clarity to stakeholders on the level of ambition and accelerating progress toward Georgia’s long-term climate and energy objectives.
