Fiji: Assessment of legislative and regulatory frameworks for a just and inclusive energy transition

This report assesses legal and regulatory frameworks for grid-connected electricity generation, transmission and supply, identifying challenges to renewable energy deployment in Fiji.

Fiji has demonstrated strong ambition in transitioning its energy sector toward renewables and low-carbon solutions, with national targets of 100% renewable electricity by 2036 and net-zero emissions by 2050. While notable progress has been made, continued reliance on imported fossil fuels highlights the need for accelerated renewable energy deployment supported by private sector investment.

This report, developed in collaboration with the Fiji Department of Energy through the SIDS Lighthouses Initiative, assesses Fiji’s existing legal and regulatory framework for grid-connected electricity generation, transmission and supply. It identifies key gaps and institutional challenges that may impede renewable energy deployment and private sector participation.

It also provides actionable recommendations across short-, mid- and long-term horizons to modernise the electricity sector’s regulatory environment, with the aim to strengthen governance, improve investor confidence and increase public-private collaboration.
